Joann L. Bailey, age 77, of Chillicothe, passed away on March 24, 2021, with her loving family by her side in Chillicothe, IL.

She was born on May 4, 1943 to Edward and Charlotte Kluge. She was raised on a dairy farm in Michigan City, IN.

Joann was married for 59 years to her loving husband, Mark. Her proudest family moment was being a military wife for 21 ½ years and raising her three beautiful daughters. She was most proud of owning, Bailey's Tire and Service Center in Chillicothe, IL with her husband for 12 years. Joann enjoyed serving the community; she was a lifetime member of the VFW Auxiliary #4999, and volunteered several hours as an American Red Cross Staff Aide, Red Cross Volunteer Officers Wives Club, Joint Task Force for New Arrivals for Refugees, along with being President of ACS Bamberg Military Community Volunteer Services.

In Joann's free time she enjoyed reading, volunteering, crocheting and always making sure everyone enjoyed a mouthwatering homemade meal. While cleaning and cooking you always heard her favorite songs by Elvis playing in the background.

Joann is survived by her loving husband, Mark; her brother, Edward Kluge; three daughters, Debbie (William) Robinson of Morris, IL, Terri Bailey of Peoria, IL, and Tracy (David) Casto of Warrenton, VA; four grandchildren, Stephen Bailey, Carmen Hooper, Rachel Black and Cameron Stenger; three great-grandchildren; and her lifelong best friend, Janet Ball. She was preceded in death by her parents; and two brothers, Larry and James Kluge.

A private family graveside service will be held at Chillicothe City Cemetery. Arrangements are under the care of Weber-Hurd Funeral Home in Chillicothe. Memorials may be made to Community Needs Agency.
